The Transportation Training and Development Specialist Senior Equipment Training Specialist in this position serves the Human Resources Division, but will report to the Training Academy in Upshur County. The selected applicant performs advanced level work in developing and presenting training courses and programs both online and for a classroom setting. Researches and develops unique concepts and theories, leading to practical training programs to meet agency goals and management needs. Evaluates impact and efficacy of training curricula. Assists in developing policies, procedures, methodologies, and goals for training sections. Work includes preparation and review of curriculum, designing and conducting online, field, and classroom training. Serves as a lead designer and consultant on learning and training projects, and assigns, directs, and reviews the work of other training specialists on projects. Performs other related duties as required.
Pay Grade 16
• Researches, designs, and develops equipment training based on training needs analysis and identified competencies.
• Evaluates the design and content of training to ensure the integration of competency-based learning into the entire training curriculum.
• Consults with agency leaders to diagnose organizational needs such as clarifying direction, improving/redesigning processes, changing organizational culture, increasing effectiveness/efficiency, implementing quality principles, and developing performance measures.
• Provides oversight and mentoring to other specialists in multiple districts.
• Procure equipment from vendors for training and certification operations at various training and certification locations.
• Design and implement Train the Trainer programs for new trainers.
• Coordinate with Equipment Division for the maintenance and repair of training equipment at various training locations.
• Assist when needed on training pads and conducting classes in the field and at the Training Academy.
• Knowledge of principles and practices of strategic planning, management, leadership, problem solving, decision making, diversity, change management/leadership, process improvement, interpersonal communication, conflict management, team building, organizational behavior, coaching, performance consulting, motivation, and adult learning.
• Knowledge of adult training principles, practices, and techniques including methodology of assessing training needs, alternative training methods, curriculum outline and materials, training and teaching resources, and the assessment of results.
• Ability to conduct needs assessments in the evaluation of training and organizational development needs to develop curriculum.
• Ability to develop curriculum outlines and instructional materials including job aids, handouts and technical instructions.
• Ability to conduct classroom and/or to conduct online training workshops, courses or seminars.
• Ability to use technology and other types of equipment to present training.
• Ability to communicate effectively in a training setting, to effectively use small group facilitation tools, engaging interaction.
• Ability to establish and maintain effective working relationships with others.
• Ability to resolve and/or manage normal training problems.
• Ability to present complex information to a variety of audiences.
• Ability to use e-learning products (e.g. digital media, virtual instructor-led training).
REQUIRED TRAINING/EDUCATION:
• Bachelor’s degree from a regionally accredited college or university.
• Substitution: Experience, as described below, may substitute for the required training/education through an established formula.
REQUIRED EXPERIENCE:
• Four (4) years of full-time or equivalent part-time paid experience in the operation of highway equipment.
• Special Requirements: A valid class A or class B Commercial Driver’s License is required.
